A Renowned Expert in Human Resource Development and Management

Mr. Jeewan Ramlugun is a vastly skilled specialist in development management capacity building with extensive experience in the reform of parliamentary institutions.  A Member of the Strategic Studies Group at the African Capacity Building Foundation, Mr. Ramlugun co-founded the Geneva-based PMNglobal consultancy, specialising in international protocol, mediation and negotiation and was instrumental in the recruitment and selection of the senior management team of the Secretariat of the Pan African Parliament as a senior fellow of the African Centre for Institutional Development (Africa-CiD).

Jeewan previously co-founded the Commonwealth Faculty of Research & Advanced Legal Studies (London), and the Ghana Institute of Advanced Legal Studies.

As a University of Mauritius faculty staff, he served as National Co-Ordinator at the Eastern & Southern African University Programme and participated in research into population, economy and society at the International Institute for Applied Systems Analysis in Vienna.

His primary expertise lies in human resources management and development, capacity building in Africa, with particular reference to parliamentary performance evaluation and parliamentary development. In this context, he had designed a comprehensive scorecard indicators methodology. He also has expertise in international perspectives on law and education, with a focus on Mauritius.

As a side interest, he writes poetry, having published a number of books, and is currently participating in a film project on climate change.
